Objectives and Approach

Existing project management tools, based on traditional management models, are well adapted to large, monolithic projects with a clear hierarchical management structure. They are ill-suited to newer management models corresponding to an increasingly important class of projects characterised by multi-organisational, multi-site working, complex inter-organisational decision-making procedures, and the application of project management tools to a range of enterprise functions.

GOAL aims to develop a project management information and decision support system (PMIDSS) to support the management of large inter-organisational projects based on these new management models. The PMIDSS will be composed of the open GOAL model (a repository and communication project management object-oriented data model) and the GOAL toolkit (a set of project management tools oriented towards inter-organisational project management support).

This inter-organisational focus requires emphasis on several new functions and features:

GOAL will be centred on the requirements and the experience of real users, who will specify the requirements for a prototype, that will be tested in two GOAL application pilots: the installation of telecommunication systems and civil engineering.
